KULLU : Awareness workshop on Geographical Indication Organized by “HIMCOSTE”

 KULLU : Himachal Pradesh Patent Information Centre (HPPIC) establilshed under the aegis of Himachal Pradesh Council for Science, technology and Environment (HIMCOSTE) has been declared as nodal agency for filing of GI applications for traditional valuble products of H.P under Geographical Indications of Goods (Registration and Protection) Act, 1999. Till date the Centre has been able to obtain registration for Kullu shawl, Kangra Tea, Kinnauri Shawl, Chamba Ruma and Kangra Paintings under Geographical Indications of Goods (Registration and Protection) Act, 1999 and applications of Chamba Chappal, Kala Zeera, Chulli Oil are under process with the Registrar of Geographical Indications at Chennai. Besides the Centre has identified number of products (agriculture/horticulture/handicrafts/metal crafts etc.) for registration under GI Act,1999 (for eg. Bharmour Rajmah, Chamba Chappal, Chamba metal crafts, Angoori, Kalpa Wine, Kinnauri Apple, Rajmah). Also the Centre has facilitated registration of about 200 Authorized Users (AU) of registered GIs from H.P Recently, the State Govt. has issued a notification on State Level Committee on Registration and Protection of Goods in H.P  and the State Govt. has also issued a notification on Regulation of Kullu Shawl GI under the Chairmanship of D.C Kullu. The above committess would perform the task of checking falsification /counterfeiting of Registered GIs in H.P and would approach the appropriate authorities for taking necessary action in the matter.

On 3rd August, 2018 One day awareness workshop on Geographical Indication, “Creating Value through Geographical Indication ”was organized by HIMCOSTE in collaboration with Department of Industrial Policy and Promotion (DIPP), Ministry of Industry and Commerce, GoI. The Chief Guest for the workshop was Hon’ble Minister of Forests, H.P  Sh. Govind Singh Thakur. He asked the Kullu Shawl weavers to be proud of Kullu Shawl as GI and gift Kullu Shawl which bears  Kullu Shawl GI Logo He congratulated the participants for keeping the Kullu Shawl tradition alive. He said that India being rich in its culture and tradition it is our duty to continue with the preservation and continuity of the culture which includes Kullu Shawl weaving   Shalini Agnihotri, Superintendent of Police, Kullu, Anil Sharma, AC to DC, Kullu,  and Anil Sharma CF, Kullu were the Guest of Honour. On behalf of HIMCOSTE, Kunal Satyarthi, IFS, Member Secretary, HIMCOSTE was present during the workshop. Satyarthi, said that HIMCOSTE is already working towards marketing of Kullu Shawl. Advertisement on FM channels thus making tourists aware of Kullu Shawl as GI. Advertisement at Himachal airports, highway hoardings and videos in Volvo buses is in process.   Resource persons for the workshop were Prashanth Kumar, Examiner Geographical Indications, GI Registry Office, Chennai,  Abhishek Pandey, Examiner of Trademarks and GI, Department of Industry Policy and Promotion, Ministry of Industry and Commerce, GoI,.They presented on the details of  GI registration process, its importance  and marketing. Satya Prakash Thakur, Chairman BHUTTICO, Anand Dorje, Executive Member, Kullu Shawl Weavers Association, Kullu, Tek Chand, President, Kullu Shawl Weavers Association, Kullu and Shashi Dhar, Senior Scientific Assistant (HIMCOSTE) , Ritika Kanwar,Scientist B, HIMCOSTE and Ankush Prakash, Scientist were present during the workshop. During the workshop release of documentary on Kullu Shawl GI , book on Overview of Geographical Indication in H.P and Geographical Indications (Registration and Protection) of Goods Act, 1999 in Hindi was launched.

Thorough this workshop, the HIMCOSTE aims to spread awareness and make the participants aware of Geographical Indications Act. It would result in providing commercial opportunities to rural artisans of District Kullu which in turn would result in socio economic development of rural artisans. During the workshop applicants were facilitated with  registration process of Authorised Usership of Kullu Shawl under Geographical Indications (Registration and Protection) of Goods Act, 1999. Till date more than 120 Authorised Usership Certificates have been issued to Kullu Shawl weavers.
