Himachal Cabinet Meeting Decision Today

Shimla: The State Cabinet meeting held here today under the chairmanship of Chief Minister Jai Ram Thakur decided that pension allowance of 5%, 10% and 15% respectively for pensioners/family pensioners and all India Service pensioners/family pensioners belonging to the State cadre would be given on their revised original pension/original family pension from the prospective date which will benefit about 86,200 pensioners/family pensioners in the age group of 65 to 80 years.

The Report of the Cabinet Sub-Committee for Assessment and Redressal of various issues in deployment of staff on outsourcing basis in Government Departments by service providers in Himachal Pradesh was placed before the Cabinet and accepted in principle. It was decided to draft a Policy Document in the matter. According to the recommendations of the Cabinet Sub-Committee, ‘Himachal Pradesh Kaushal Vikas and Rozgar Nigam Company’ would be established by changing the name of existing ‘Himachal Pradesh Kaushal Vikas Nigam’ under the provisions of Company Act, 2013. This Company would ensure deployment of skilled, semi-skilled and other manpower in Government Departments, Boards, Corporations, Universities, State Education Institutions, Statutory entities and other organizations owned and controlled by the State Government for meeting their temporary requirements.

The Cabinet decided that the process of sponsoring eligible sports persons or issuing Non-availability certificate to the requisitioning departments by the Youth Services department would be made time bound so that recruitment process could be completed at the earliest. The vacancies would be filled after waiting for a period of at least six weeks for the recommendation or Non-availability certificate from the Youth Services and Sports department.

The cabinet decided to take out Patwar Circle Bunga in Tehsil Sainj and include it in Tehsil Banjar in Kullu district to facilitate the people of the area.

It gave its nod to open new police post under Police Station Janjehli in Mandi district along with creation and filling up of 6 posts of different categories.

It also decided to provide revised pay scale to employees of District Judiciary w.e.f. 1st January, 2016 and amend/substitute the schedule appended to the Himachal Pradesh Subordinate Courts Employees (Pay, Allowances and other conditions of Services) Act, 2005. This would benefit about 2300 employees of the District Judiciary.

The cabinet decided to transfer gram panchayat Nalka from Kasauli Police Station to Barotiwala Police Station to facilitate people of the area.

It decided that 50 percent concession would also be provided to women passengers in bus fare for Intra-State routes viz. buses originating from Kalka/Parwanoo and terminating in Himachal Pradesh vice versa by using the Kalka area as corridor only having 1 Km. area in Haryana and buses originating from Sansarpur Terrace/Talwara and terminating in HP vice versa by using the Talwara area, as corridor only having 3 Km. area in Punjab. All the women passengers who travel within the State of Himachal Pradesh should get this concession irrespective of the fact as to whether the bus travels outside the State or not at any time during its course of travel, as long as it is an ordinary bus.

The cabinet gave its approval to the amendments in Time Bound Designation Scheme (up-gradation) 2014 of Himachal Pradesh Medical Education Department for providing time bound benefits to the teaching faculty.

It decided to start Science and Commerce classes in Government Senior Secondary School Amroh and Commerce classes in Government Senior Secondary School Bhukkar along with creation and filling up of requisite posts.

It also gave its approval to up-grade Government Middle School Bhandar in Chamba district along with creation and filling up of requisite posts.

The cabinet decided to start Science and Commerce classes in Government Senior Secondary School Kiar in Shimla district along with creation and filling up requisite posts.

It decided to open Government Degree College at Mamleeg in Solan district along with creation and filling up of 16 posts of different categories and providing Rs. 5 crore for creating necessary infrastructure.

The cabinet decided to start Commerce classes in Government Senior Secondary Schools Ratwari, Dabhota, Rajpura and Doli, Science classes in Government Senior Secondary Schools Nand and Bhatian and Science and Commerce classes in Government Senior Secondary Schools Goela Panner, Reru and Gullarwala in Nalagarh Vidhan Saba area of Solan district along with creation and filling up of requisite posts.

It also decided to up-grade Government Middle School Tujhar in Doon Vidhan Sabha area in Solan district to Government High School along with creation and filling up of requisite posts.

The cabinet also approved creation and filling up of post of Assistant District Tourism Development Officer along with other requisite posts of necessary staff in Kinnaur district at Reckong Peo to promote Tourism related activities in the district.

It gave its consent to filling up 40 posts of different categories in the Printing and Stationery Department on contract and daily wage bases.
The cabinet gave its approval to revision of pay of the Teachers/Scientists of Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishwavidyalaya Palampur on recommendation of 7th Pay Commission. This would benefit over 240 faculty of the University.

It gave its approval to the recommendation of the Cadre Review Committee to increase cadre strength of HAS from existing 228 to 246.

The cabinet gave its approval to create 7 new Patwar Circles by reorganizing already existing 11 Patwar Circles in Tehsil Kamrou in Sirmour district along with creation and filling up of requisite posts.

It also decided to upgrade Health Sub Centre Gahliyan in Kangra district to Primary Health Centre alongwith creation and filling up of requisite posts.

The cabinet approved opening of new Health Sub Centre at Janoh in Nihri Tehsil of Mandi district along with creation and filling up of requisite posts.

It decided to up-grade Primary Health Centre Takipur in Kangra district to Community Health Centre along with creation and filling up requisite posts.

It gave its nod to upgrade Health Sub Centre Deori in Banjar Tehsil of Kullu district to Primary Health Centre along with creation and filling up requisite posts.

It gave its approval to upgrade Health Sub Centre Bathar in Banjar Tehsil of Kullu district to Primary Health Centre along with creation and filling up requisite posts.

The Cabinet approved opening of Primary Health Centre in Gram Panchayat Ranital in Kangra district to Primary Health Centre along with creation and filling up requisite posts.

It approved opening of Health Sub Centre at Chori Batwara in Balichowki area of Mandi district alongwith creation and filling up of requisite posts.

It gave its approval to open PHC at Kotla Bangi (Rajgarh) in Sirmour district alongwith creation and filling up requisite posts.

The cabinet gave its approval to open Health Sub Centre at Gram Panchayat Gudar in Chachyot Tehsil of Mandi district alongwith creation and filling up of requisite posts.

It decided to open Health Sub Centre at Keoli in Thunag Tehsil of Mandi district alongwith creation and filling up requisite posts.

It decided to open new PHC at Bhattu in Sulah Vidhan sabha area of Kangra district along with creation and filling up requisite posts.

It decided to upgrade PHC Bagachanogi in Mandi district to CHC along with creation and filling up requisite posts.

It gave its approval to upgrade CHC Balichowki in Mandi district to 50 bedded Civil Hospital alongwith creation and filling up requisite posts.

The Cabinet decided to open PHC at Gram Panchayat Gumma in Jogindernagar Tehsil in Mandi district along with creation and filling up of requisite posts.

It gave approval to upgrade Health Sub Centre Rajnal in Kangra district to PHC along with creation and filling up of requisite posts.

It gave consent to open Health Sub Centre at Dhandali in Balichowki Tehsil of Mandi district along with creation and filling up of requisite posts.

The Cabinet gave its approval to upgrade PHC Kandwari in Kangra district to CHC along with creation and filling up of requisite posts.

It decided to open Health Sub Centre at Holta in Palampur Tehsil of Kangra district alongwith creation and filling up of requisite posts.

It decided to convert Government Primary School Gagoh in Una district to Government Centre Primary School.

The Cabinet gave its approval to open new Primary Schools at Gothla, Kandhi and Jainshla in Mandi district.

It decided to open new Primary School at Balarga under the education block Kullu in Kullu district.

The Cabinet decided to open new Elementary Education Block Office at Khodowala in Sirmour district by carving it from the Elementary Education Block office Paonta Sahib, Sataun and Kafota.

It gave approval to open new Primary School at village Dhanote in gram panchayat Somgard in Mandi district.

It also gave its consent to make Government Primary School Kelti and Thunarigarh in Mandi district as Government Centre Primary Schools.

The Cabinet decided to open new Veterinary Dispensary at village Kumarhatti (Manali area) in Kullu district, along with creation and filling up of requisite posts.

It decided to open new Ayurvedic Health Centre at village Shihal in Thunag area of Mandi district alongwith creation and filling up of requisite posts.

The Cabinet decided to open new patwar circle at Chowgan in Baijnath Tehsil of Kangra district by carving it from patwar circle Bir.

It decided to open new patwar circle at Chaprahan under Chachyot Tehsil of Mandi district.

It gave consent to create new patwar circles at Parwanoo urban and Parwanoo rural to facilitate people of the area.

The Cabinet gave its approval to transfer land on sale basis in the name of Central Board of Indirect Taxes and Custom for construction of Office Building and Residential Accommodation for CGST Division and CGST Range Mandi with permanent ownership by charging Rs. 2,17,89,414.

It gave its consent to upgrade PHC Jhogho in Solan district to CHC along with creation and filling up of requisite posts.

The Cabinet gave its approval to incorporate Joint Venture Company Mandi International Airport Ltd. In joint venture with Airport Authority of India in the ratio of 51% Equity Share Capital by the GoHP and 49 % Equity Share Capital by the Airport Authority of India.

It decided to open Horticulture Extension Centers at Panjain and Shillibagi in Mandi district along with creation and filling up of requisite posts.

The Cabinet decided to allocate 2 Power Projects on the rates of upfront premium quoted by them for implementation of these projects under private sector on BOOT basis per terms and conditions. These projects are Khauli-II and 126 MW Chattru Hydro Electric Projects.

It gave approval to relax the condition of threshold limit of 1000 Sq. Mtrs. to 500 Sq. Mtrs. to setup Tourism and Travel related services in Industrial Area Shoghi in Shimla district.

It decided to establish Oak Tasar Sericulture Division at Balichowki in Mandi district alongwith creation and filling up of requisite posts.

The Cabinet gave its consent to revise UGC Pay Scales to teachers and equivalent cadres of Dr. Y.S. Parmar University of Horticulture and Forestry Nauni on the analogy of ICAR Scientists be revised w.e.f. 1st January, 2016.

The Cabinet decided to upgrade Government High School Bharthian in Hamirpur district to Senior Secondary School and Government Middle School Panyali in Sirmaur district to Government High School and Government Primary Schools Bhalwar and Tungadhar in Mandi district, Government Primary School Shora Byuncs, Sai Kharsi and Pipal Ghat in Bilaspur district, Government Primary School Badukhar in Kangra district, Government Primary School Bhuppur in Sirmaur district, Government Primary Schools Manihar, Koishudhar, Khadyana, Ramnagar, Rashkat and Dobhi in Kullu district and Government Primary School Dawan in Shimla district to Government Middle Schools along with creation and filling up of requisite posts.

It approved in principle to transfer all the Schools run by HPSEB Ltd. to the Education Department along with staff and a proposal in this respect would be put up on file to the Chief Minister, who was authorized to decide further course of action in this regard.

It gave nod to upgrade Government Primary School Rambi and Sharai in Kullu district Government Primary School Sandyar in Bilaspur district along with creation and filling up of requisite posts.
